Working with our broad network of experts and partners in 170 countries, we help nations to build integrated, lasting solutions for people and planet. UNDP Indonesia has a complex and challenging Country Programme covering a wide range of environment related issues, including climate change mitigation and adaptation, environmental governance and natural resource management, pollution, protecting biodiversity, renewable energies and waste management. The Programme also pursues linkages with other projects and programmes addressing issues such as disaster risk reduction, poverty eradication and inequalities under the framework of Sustainable Development Goals. The UNSDCF and UNDP Country Programme Document (CPD) are designed in full alignment with the 2030 agenda, The strategic priorities of UNDP Indonesia for the next five-years are encapsulated under four outcome areas: 1) Inclusive Human Development; 2) Economic Transformation, 3) Resilience to Climate Change and Disasters, and 4) Innovations for accelerating the achievement of the SDGs. Within the Indonesia Country Office (CO), the Operations Team provides programme with backbone support and services related to finance, procurement, human resources, digital services, travel, and logistics, as well as common services and CO transactions support. The team further provides demand-driven Common services to the UN agencies (per agreed procedures). In addition, the team will provide administrative support to UNDP Staff including project personnel on areas such as protocol, visa facilitation, travel, and others. Within the Country Office (CO), the Programme team has a responsibility of developing, providing oversight, and ensuring adherence to the quality standards of UNDP’s projects and programmes in full alignment with the priorities set out in the CPD and UNSDCF. Programme staff provide high level advice on programming, technical issues covered under the CPD, advocate for UNDP Corporate messages and engage partners including governments, private sector, development partners, civil society organizations, UNDP corporate bodies including regional and Headquarters to coordinate and catalyze knowledge, lessons learning and partnerships to design effective and innovative programmes. Programme team further oversees effective implementation of the country programme and its outcomes and strategic direction of UNDP, contribution to UN cooperation framework. The team further ensures that quality principles as per the UNDP policies and guidelines are adhered to during the entire cycle of programming and across management of portfolios. Strategic partnerships support resource mobilization and identify strategic programme areas of cooperation for new initiatives, including joint programming opportunities. Programme team is responsible to maintain effective partnerships with relevant development partners and government, UN Agencies, IFIs, government institutions, bilateral and multilateral donors, private sector, and civil society in the designated support areas.The CO also comprises of the Management Performance and Oversight team that provides strategic guidance entrusted with the corporate alignment, programme finance management, and quality assurance. It works closely with programme teams in target-setting, and results monitoring/reporting.The strategic communications team provides knowledge management and communication support to all programme interventions.Position PurposeUnder the guidance and direct supervision of the DRR, the Communications Analyst implements the corporate communications strategy, as well as provides inputs to the design, management and implementation of the Country Office communications and publication strategies which are geared to influence the development agenda, promote public and media outreach, and mobilize political and financial support, and partnerships for UNDP. The Communications Analyst supervises the Communications Assistant and maintains a regular working relationship with the Regional Communications Adviser. The Communications Analyst works in close collaboration with Senior Management, Programme, Operations, and Project teams, staff of other UN Agencies, UNDP Communications Group staff (Regional Communications Adviser and HQ) and Government officials, international and local media, subject matter experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP communication strategy implementation. They also advise the UNDP CO Indonesia colleagues on the development, production, and dissemination of publications that they oversee at CO level.The Communications Analyst is responsible for maintaining a close collaboration with the Communications Office (BERA) at Headquarters and the RBAP Bangkok Regional Hub, to ensure harmonization between and incorporation of the corporate communication strategy, priorities, and standards. They will also support advocacy and outreach through more intensive media/press coverage by building effective relationships with the local/regional media to promote and manage the coverage of UNDP in Indonesia. They will support outreach campaigns and the drive for resource mobilization and donor relations.UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration. Duties and Responsibilities Provides leadership and ensures the implementation, planning and design of the internal and external Communications and outreach strategies, geared towards supporting the UNDP Indonesia communication for results, partnership-building, and resource mobilization. Leads on the strategic direction of communications for the Senior Management and Programme Leads of UNDP CO Indonesia. Develops and implements the communications and outreach strategy based on UNDP CO Indonesia priorities and in line with the corporate Communication priorities and standards. UNDP’s rights- and results-based programming approach is appropriately reflected in the communication strategy, work plan and products. Guides positioning of UNDP CO Indonesia as a credible and trusted development partner and thought leader in the country. Ensure communication baselines are established against which the achievement of objectives of the communication strategy are regularly evaluated; analysis is undertaken to continuously improve the effectiveness of communication strategy and activities; results and reports are prepared and shared. Plans and elaborates the communications needs assessments. Manages the work plan and related budget; and adjusts to include unforeseen opportunities as well as changes in programme work plans. Engages with programme and project staff to ensure constructive and timely advice on the inclusion of communications components in programme and projects formulation to integrate advocacy and communications strategies in all aspects of the CO programme. Identification and synthesis of best practices and lessons learned directly linked to programme country goals and activities. Organizes and provides training, consultancy, and advice to UNDP staff on internal and external communications for development. Explores innovative formats that make UNDP communication and knowledge products in line with current industry best practice and position the organization at the forefront of audience and donor engagement. Ensures media monitoring; reviews and records media coverage of UNDP and circulates to relevant authorities. Develops and maintains a photo database that contains images expressive of the issues, actions, and results UNDP is working on in the country. Promotes optimum visibility of UNDP CO Indonesia activities, results, and though leadership through effective media relations, placement, and distribution of information material. Forms strategic partnerships with media counterparts at other UN agencies and with external media networks, strengthening internal capacity for media outreach and technical expertise. Enhances media/press coverage of UNDP CO Indonesia activities, results, and thought leadership in line with corporate standards and communication strategies. Advocates for and promote the UNDP mandate, mission, and purpose, including the SDGs. Identifies opportunities for and organize press conferences; facilitate interviews with senior managers. Drafts and disseminates press releases, advisories, background information, press/media kits, and updated information and stories to inform media and the general public of UNDP work programme initiatives, results, and achievements. Organizes communication events and conferences in line with the communications strategy and annual work plan. Develop, maintain, and update celebrities contact list/database for UNDP use as Champions. Help establish, document, review and refine process of working with celebrities, including special events, media opportunities, field trips etc; Participate in global advocacy activities by planning visits of Goodwill Ambassadors, National Committee representatives, Executive Board members etc. including preparing information materials (., press releases, programme summaries, country fact sheets and media kits), and necessary logistic arrangements. Highlight the achievements of the country programme. Maintain close collaboration with Regional Communication Advisers and HQ Communication Officers for effective overall coordination. Sound contributions to knowledge networks and communities of practice including corporate communications repositories. Promotes creative partnerships with UN agencies, multilateral, and non-governmental organizations, and the private sector. In collaboration with Senior Management, maps the partnerships and resource mobilization opportunities and coordinates implementation of a resource mobilization plan with a complementary communication action plan. Supports in positioning UNDP CO as a partner of choice in private sector and philanthropy. In collaboration with Senior Management and programme, scans opportunities in the country based on partner-specific intelligence and the competitive landscape and assists in the identification of where the CO competency strengths overlap with partner needs. Coordinates and provides input into assessment of the level of CO engagement with each donor, the type and level of contact and particular areas of interest and development of strategy to position CO to become a priority partner for the donor. Identifies emerging sources of funding, assessment of their current usage and potential for the future. Develop outreach materials/products/tools for donor engagement. Maps and informs management on potential engagement with the private sector. Drafts and disseminates regular results-oriented targeted donor updates, newsletters and donor reports. As a member of the UN Communications Group position UNDP as a leader in the relevant joint advocacy initiatives of the UN Country Team. Engage with UN AFPs to seek out opportunities for collaboration. Develops, maintains and update partners contact list/database. Identifies opportunities to strengthen the capacity of partners through appropriate advocacy and communication training, access to information, supplies and equipment and through knowledge sharing. Promotes and leads on digital communications, overseeing the content development, expansion, and continual assessment of the quality and relevance of digital communications and services. Ensures the website is regularly updated with news, stories, images, blogs etc. in line with the corporate guidelines. Develops a digital communications strategy to use social media efficiently and effectively for better outreach. Leverages social media to complement the UNDP CO Indonesia communications strategy and plan. Ensures the smooth flow of information internally and externally by producing digital content regularly. Drafts stories for web and social media. Leads the process of engaging with government, donors, mass people through social media. Manages the writing, development, design, production, and dissemination of diverse products (. publications and news releases) through a variety of media, including print, broadcast, online, and social media. Elaborates and implements the communication strategy with publications based on the annual work plan and in line with the corporate publications policy. Identifies and develops storylines for publications and substantive articles contributing to debates on key UNDP CO Indonesia issues (including active seeking and verification of inputs). Coordinate and manage all UNDP CO Indonesia publication activities, including content management, editing, norms for publishing, design, liaison with printers and other suppliers to oversee the production and dissemination of communications material and publications. Experience: Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national or international level in public relations, communications, or advocacy. Experience in the usage of computers and office software packages, good knowledge, and experience in handling of web-based management systems is desirable. Experience in managing digital communications is desirable. Experience in working with media is desirable. Experience in developing communications strategy is an advantage. Experience in leading a team is an advantage. Language: Fluency in English is required. Fluency in the national language (Bahasa) of the duty station is required for local staff.
