Project OverviewThe United States Agency for International Development (USAID) awarded Tetra Tech the Sustainable Energy for Indonesia's Advancing Resilience (SINAR) project, which launched in January 2021 and runs through January 2026. SINAR seeks to advance Indonesia's development goals by expanding reliable and equitable energy services necessary for sustainable and inclusive economic growth. To achieve its objectives and contribute to Indonesia’s Sustainable Development Goals and 2020-2024 National Medium Term Development Plan, SINAR focuses on 1) Accelerating deployment of advanced energy technologies, 2) Improving performance of energy utilities, 3) Applying procurement best practices, and 4) Establishing an institutional framework and capacity for energy sector transformation. Position background Tetra Tech seeks an experienced Regional Development Specialist to support the SINAR project. The Regional Development Specialist is expected to support the Objective 4 team, focused on energy policy, planning, and governance. The Regional Development Specialist will support the objective’s ongoing activities by conducting research, collecting and analyzing data, preparing and conducting stakeholder interviews, preparing reports, supporting monitoring and evaluation, and assisting with other project and/or event activities. Learn more about SINAR. Position responsibilities Provide high-quality research and analytical contributions for policy, planning, and governance initiatives under Objective 4. Activities include, but are not limited to: Provide multiple perspectives on policy and regulations, the roles and functions of institutions, and the cycle of planning, implementation, monitoring, evaluation, and reporting processes.Contribute to the design and implementation of multi-stakeholder consultation processes aiming to disseminate information, facilitate alignment of energy policy and plans, and improve coordination with SINAR counterparts.Produce reports (studies, policy memos, assessments, and analyses).Facilitate knowledge sharing and knowledge management.Provide training and other capacity-building activities.Liaise with relevant stakeholders and development partners. Support the Director of Energy Policy, Planning, and Governance in other areas as needed.Support the senior management in the design, development, and implementation of the work plan requested by the client.Support all requested reporting by providing the necessary information while respecting the imposed timelines, milestones, and deadlines. That includes, but is not limited to: Monitoring and Evaluation PlanQuality Assurance Surveillance PlanWork PlanWeekly and bi-weekly reportsQuarterly Progress ReportYearly reportFinal report Supervise the development of Terms of Reference, Statements of Work, job descriptions, and other technical documents necessary for SINAR to hire subcontractors, consultants, or employees related to Objective 4 work.Support all budgetary exercises necessary for the project.Participate in, as required, all significant meetings or calls with the client to support senior management on technical aspects of project implementation.Comply with, and ensure the team complies with, all administrative, operational, and logistical procedures, processes, and requirements. Minimum Qualifications Graduate degree and educational background in engineering, applied sciences, business, economics, development, or related fields.At least 5 years’ experience in energy policy design, planning, implementation, and related systems for monitoring, evaluation and reporting. Strong knowledge and/or understanding of major energy-related planning processes such as national and regional long-term and medium-term development planning, Sustainable Development Goal 7, the energy sector Low-Carbon Development Initiative, the General National and Regional Energy Plans and Electricity Plans, and the National and Regional Action Plans on Greenhouse Gas Emissions. Strong knowledge and/or understanding of regional economic and social development issues.Experience working with diverse stakeholders at the national and subnational level.Excellent written and verbal communications skillsWillingness to work with other members of an assignment team including both international and national consultants. Valued qualifications Indonesian national or current resident of Indonesia Knowledge of economic and financial analysis and gender and inclusive development.Working relationship with the Government of Indonesia, Ministry of Energy and Mineral Resources, PLN, provincial government, developers, banks/financial institutions, and research and development and industry organizations.Familiarity with USAID procedures and practices for quality control, including monitoring.
